It is a great honor for me to send this letter to you. This letter demonstrates the strength and commitment of our trade relationship, and shows that the United States has agreed to continue to cooperate with South Korea despite your great country and significant trade deficit.

We have decided to move forward with your country. However, this is based on more balanced and fair trade (TRADE). Therefore, we invite you to participate in the extraordinary economy of the United States, the world's number one market.

We have been discussing our trade relationship with South Korea for years. We have concluded that we need to change course now to address the long-running trade deficit due to South Korea's tariffs and non-tariffs, policies and trade barriers. Unfortunately, our trade relationship was far from reciprocal.

From August 1, 2025, we will impose a 25% tariff on all Korean products imported into the United States, apart from sector-specific tariffs. Higher tariffs will be applied to transferred goods to avoid higher tariffs. Please understand that the figure of 25% is far below the level needed to bridge the trade deficit gap with your country.

As you know, there will be no tariffs at all if Korea or Korean companies decide to manufacture or assemble their products in the United States, and we will take all possible measures to ensure that the necessary approval process can be handled quickly, professionally, and routinely, that is, within weeks.

If for any reason you decide to increase Korea's (U.S.) tariffs, no matter how much you choose to increase the tariffs, it will be added to the 25% we have imposed on Korea.

Please understand that these tariffs are a measure to correct the unsustainable trade deficit caused by Korea's longstanding tariffs, non-tariffs, policies, and trade barriers. This deficit is a significant threat to our economy and national security.

We look forward to working together as trading partners with your country for a long time to come. If you want to open up your trade market to the United States, and remove your tariffs, non-tariffs, policies, and trade barriers, we will probably consider an adjustment to this letter.

These tariffs can be adjusted upward or downward depending on the relationship between us and your country. Your country will never be disappointed with the United States.

이 관세는 한국의 오랜 관세, 비관세, 정책, 무역 장벽으로 인해 발생한 지속 불가능한 무역 적자를 바로잡기 위한 조치임을 이해해 주시기 바랍니다. 이 적자는 우리 경제와 국가 안보에 중대한 위협이 되고 있습니다.

우리는 앞으로도 귀국과 오랜 기간 무역 파트너로서 함께 일하기를 기대합니다. 만약 귀국이 미국에 무역 시장을 개방하고, 관세, 비관세, 정책, 무역 장벽을 제거한다면, 우리는 이 서한의 내용을 조정하는 것을 고려할 수 있습니다.

이 관세는 우리와 귀국의 관계에 따라 상향 또는 하향 조정될 수 있습니다. 귀국은 결코 미국에 실망하지 않을 것입니다.
